LIHEAP Remains a Lifeline for Many Households
The Low-Income Home Energy Assistance Program (LIHEAP) continues to provide vital help for families struggling to afford home heating. For the 2025–2026 season, Pennsylvania plans to accept applications from November 3, 2025, through April 3, 2026. Funding levels remain uncertain due to the federal One Big Beautiful Bill Act, so applying early is more important than ever.
Proposed Income Limits for 2025–2026
Pennsylvania’s draft plan proposes cash grants of $200 to $1,000 and crisis grants of $25 to $1,000, depending on household size, income, region, and fuel type. To qualify, your household income must fall at or below 150% of the Federal Poverty Income Guidelines, based on January 2025 figures:
- 1 person: $23,475
- 2 people: $31,725
- 3 people: $39,975
- 4 people: $48,225
- 5 people: $56,475
- 6 people: $64,725
- 7 people: $72,975
- 8 people: $81,225
- Each additional person: add $8,250
Who Is Eligible for LIHEAP?
Households that meet the income limits and are responsible for paying a heating bill—whether directly or as part of rent—can qualify. Applicants must live in Pennsylvania and submit proof of income.
How to Apply for LIHEAP This Season
Pennsylvania residents can apply in one of the following ways:
- Online: Use the COMPASS system to submit your application electronically.
- By Mail or In-Person: Download a paper application, fill it out, and return it to your local County Assistance Office (CAO). Paper applications are available upon request at your local CAO.
- When applying, provide a recent heating bill and proof of income for all household members. After submission, expect a written notice regarding your eligibility and benefit amount within 30 days.
